50 Years of Combined Experience
As president of Luminar, Franklin Rios brings more than 20 years of management, business development, sales and marketing experience in the interactive, e-commerce, telecomm and media industries.
Prior to Luminar, Franklin was president of the Enterprise Solutions Group at Infogroup, and vice president of Interactive Sales and Marketing at Vertis Communications, Inc., a $1.4 billion communications and marketing company.
Franklin ran his own full-service Hispanic advertising agency, Rios Group, from 2003 to 2006. He was also director of sales at CSG Systems from 2001 to 2003 and a sales manager at Columbine JDS (Harris Broadcasting Systems) from 1994 to 2001.
Senior VP Marketing, Digital Media & Insights
Oscar Padilla leads the strategic services for Luminar’s analytic and technology solutions. He is accountable for formulating new product and service offerings, as well as helping clients achieve higher efficiency from both analytic and technology solutions across online and offline media.
Most recently, Oscar served as senior director of Interactive Strategy at Vertis Communications, where he oversaw the strategic direction of the division. In addition, Oscar has worked with Hitachi Consulting, Blackboard Inc., RepEquity (previously Mindshare Interactive) and Bridgeline Digital.
With nearly 20 years of digital media under his belt, Oscar has provided expert perspective for industry trade publications and has been published in Mobile Marketer, DMA News, 1to1 Magazine, Value Retail News, Chief Marketer and iMedia Connect.
VP Public and Government Affairs
Marcelo Gaete serves as vice president of public and government affairs with Entravision and Luminar. Prior to Entravision and Luminar, Marcelo worked at the National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund for nearly a decade as senior director of programs.
At NALEO, Marcelo created the Voces del Pueblo Voter Mobilization Initiative and reached million of Hispanic voters. He also created the National Education Leadership Initiative (NELI), the California Policy Institute on Health (CPIH), the Campaign Training Initiative, and personally trained more than 600 Latino elected officials on public policy.
In 2011, Marcelo teamed up with Univision to organize the “Ya es Hora, Ciudadania” campaign that successfully motivated over a million legal permanent residents to apply for U.S. citizenship. From 1992 to 1998, he served as chief of staff to Illinois State Senator Jesus Garcia. In 1994, Marcelo managed the historic campaign to elect the first Latina in the Illinois Legislature.
Vice President of Engineering
Luciano leads our Technology and Innovation team that continually enhances our Pulpo Media‘s proprietary technology.
He has extensive experience in managing complex projects, gained over the past ten years in: Architecture, Technology, Software Development, Maintenance of Information Systems, as well as high-performance platforms.
As a developer, Luciano has worked on major projects, including, Bumeran.com, Cinemark , Clarin.com, and the American Joint Distribution Committee.
As a project manager, he has worked with La Nación, Telecom, Yahoo, Cinemark, PeCom, AT&T, Bumeran.com, AMIA, ORT, IPLAN, Dridco, and RollingStone LA.
Chief Operations Officer
Pulpo Media‘s Chief Operations Officer, Hernán has extensive experience in the Internet and Telco industries, where he has taken roles in Strategy, Product Development, Product Marketing and IT fields.
He began his career at TNX, an Argentinean based startup which he helped grow from a small local office to a 60+ employee company with operations in Argentina, Brazil, Chile and Mexico. After that experience he worked forDeloitte’s Strategy & Operations group, leading consulting projects in Argentina, Costa Rica and Colombia. Later on, he got his MBA and worked at Virtus Partners – a boutique Management Consulting firm (a McKinsey spin-off) in Santiago, Chile. Eventually he realized how much he really missed the startup world and decided to join a very promising and fast paced startup… Pulpo Media!
Hernán earned his MBA from UC Berkeley (Haas, 2010) where he got certificates in Management of Technologies (MOT) and Entrepreneurship. He also holds a MS in Industrial Engineering from Instituto Tecnológico de Buenos Aires (ITBA, 2002).
VP of Advertising Operations
Mercedes leads Pulpo Media‘s account management team and was one of Pulpo‘s first hires in Berkeley, California.
Her background includes a great mix of companies including IBM South America and HSM. Mercedes has extensive expertise in marketing, international business and technology management. She has a degree from UC Berkeley (USA), a Masters in Strategic and TechnologicalManagement from ITBA (Argentina) / EOI (Spain) Joint Program, and a BS in Business Administration from UBA, Argentina.
Mercedes established Pulpo Media’s South American operations in Santiago, Chile and in Buenos Aires, Argentina.
